The great numbers of areas in the United States mainly the cities, often have a high rate of criminal activity. Places where people are crowded together in unpleasant living conditions. With these types of living conditions people often become products of their environments. They are the teens who have become products of their environments, and parents who are either doing what is necessary for their family or who have simply lost their way. They are mostly minorities between the ages of 14-22.

They are the drop outs. They are the drug addicts, who are in and out of the system.
